Description:

Amazon S3 or Amazon Simple Storage Service is a service offered by AWS that provides object storage through a web service interface. The error indicates permission issues that can be resolved by whitelisting the needed URL.

Your internal IT team should be able to assist with getting this URL whitelisted.
After this has been whitelisted, please try closing entirely out of Encompass, reopen, and try sending the package again.
